History: Once a high-ranking, highly trusted advisor to Arbiter Daos in Rogue Isles, "Epicenter'" was on a mission to rob the Peregrine Island bank. While in Peregrine Island, Sister Psyche and Statesman were able to subdue and then "convince" him to give up his evil ways and fight for the innocents in Paragon City.

Suspecting that once a villain always a villain is true, Statesman asked Psyche to watch over Epicenter' and make sure he doesn't revert.
