Not everyone conscripted into the PPD's Powers Division resents it. Kathleen Clarke, for instance, not only knew that serving in Powers Division would be the true price for wanting to own, carry, and be trained in the use of weapons ? it's why she wanted the weapons in the first place.
Kate had, of course, heard the treasonous murmurs against Emperor Cole, but didn't know how vast the Resistance was until it was part of her job to fight it. And, like so many men and women before her, it wasn't long before she started to wonder how many of them were true. Still, while she may look the other way when dealing with Resistance members every now and again, she's never formally joined the Resistance, and is generally proud to protect and to serve Praetoria.
