As a scientist employed by the PPD, Michael Starr worked on top secret projects under Sector-17. He led a small team that studied remnants from the Well of Furies in hopes to understand the lure behind the incarnates.

One day while taking samples from the wells core, an explosion at camp rendered him unconscious. His body lay motionless as the wells radiant energy began to alter his genetics. Hours passed as electrical pulses flooded his central nervous system speeding up his metabolism and reflex rate. He awoke to discover an incarnated being of himself. Turbo Starr, the fastest man alive!
