Psionic powers are born, not grown, right? Well in Shay's case, she was a simple experiment on attempting to awaken that 'extra 80% of the brain' power. The experiment worked. She would create more young women to join her Seers. Praetor Tillman was elated...
At least.... until she found out what an upstart Shay was. Shay's abilities refused to be subdued and contained by someone else's mental controls. She's a bit of a rogue with the ability to read your mind, on top of it. Still, she longed to serve her Emperor, seek fame and fortune and she had the wild ability of telling what appliances they had worried they'd left on at home.
The Powers Division was for her. Until they grow nervous and/or tired of her digging at little private thoughts or until she gained Praetor Tillman's attention that she COULD bring good things to the Seer network without it's shackles. Still, reading thoughts all day can get old after a while.
