Melissa was born and raised in the Venice neighborhood of Paragon City (now Crey's Folly) before the rikti attacked.  She was a child when the rikti attacked Venice and one of the Crey labs exploded and all sorts of toxins were released. Her family escaped direct damage by fleeing into Brickstown on that same day. But shortly after fleeing, her father died from complications from the radioactive waste that he was exposed to.So Melissa was raised by her Mother until she died almost 10 years to the day of the attack.
Melissa was finding that she had some new powers with the radioactive mutagens in her body. She could blast things with radiation. Her mind also had some manipulation powers. The toxins in her body also had another benefit, it was slowing down her aging process. She decided to become a superhero in Paragon City.
