In an effort to stave off the human causes of global warming, Sheila Vernon devised minute devices that would slow down masses of molecules, effectively chilling any substance to several degrees below zero.  Since the federal government is not interested in admitting its faults nor curbing its lobbyists interests, Sheever finds herself combatting local criminals instead.
