Eccentric is just a term used when someone is rich and crazy. Winston Rutherford was both, only his wealth kept him free from a straightjacket.
Winston was known amongst the local mental health community because he thought he was a heroic Roman gladiator or an English baron. Jumping out from behind bushes to conquer the enemy and smashing furniture with a mace as though they were barriers were part of his erratic behavior. This frightened most of his caretakers into leaving.
Vanessa Friese, seeing an oppurtunity to exploit Winston's wealth and psychosis, stayed to care for him. She persauded him to fund her experiments into recreating Frost Heave's mutation.
Managing to purify the mutagenic anti-aging chemicals, Vanessa needed a guinea pig to test it on. In her final betrayal of Winston's trust, she submerged him into the chemicals.
Winston emerged from the chemicals with the ability to encase himself in protective ice. Now superpowered, Winston's delusions became the reality that is Baron Tundra.
