When Jeff Richmond was a young boy, he discovered his inner feelings towards other men. His parents found out and took him to Crey Laboratories, hoping they could cure his boy of his feelings. The technicians decided that electroshock therapy would be the best treatment. So they implanted small devices through Jeff's body, to shock him with electromagnetic energy, everytime Jeff thought lustful feelings about men.

What the technicians didn't realize is that Jeff's body absorbed the energy, filling each cell of this body.

Now, every time Jeff thinks of another man, wishes to be
with other men, or wanting to touch and explore other men, the devices fire, shocking his skin with electricity and energy. The constant power has burned his skin pink, as he can no longer produce melatonin to protect him.

And now, all Jeff can do, surrounded by hot heterosexual men, is to release his electrical energy the safest way he can, to arrest the criminals of Paragon City.
