Born in Port Noble, Striga Isle, aged 29. Prof. Theodore Williams (Neutral), During his early twentys, he gained several academical diplomas in physics and chemistry and continues his study into nano-technology. He Began working for the Portal Corporation where he was designing state of the art defence systems. He was creating a machine which would change the world of warfare. But an accident occured and a life was lost, then was abruptly fired. After his dismissal he began working for Paragon City Power-PCP. During his time there he met Prof. Marshall Hastings (Neutro) they soon became friends. They began a side project trying to create a regenerating fluid. Then a year later a Catastrophie struck. The Sky Raiders Tried to sieze the power of Paragon City with an attack on the PCP's Terra Volta plant. The explosion was huge. The only way to servive was for them to drink the fluid, to regenerate the cells and erradicate the radiation. allthough they did not die, they were transformed forever...
