Bart Oakman was just a normal guy, almost perpetually looking for a job. Then one day, he got an offer from the government. It seemed he had a genotype that made him a candidate for an experimental process to give him super powers. All he had to do was follow their instructions and he would get a lot of money and play with his powers. It's too bad he didn't read the fine print.
