Following the devastation caused by the Rikti War, Congress passed the Supernatural Counter-Terrorism Act as a response to the growing threat posed by paranormal entities and powerful multinational military organizations.  One of the key provisions of this bill authorizes the recruitment and training of exceptional individuals to serve as independent agents answerable only to the National Security Council.

In the years since, these specialists have helped defuse countless incidents and with great aplomb, earning them a reputation of flawlessness with the few who know of their existence.  At the same time, they have been marked by controversy--most notably for their freedom to operate with a complete immunity from the law.  Their overwhelming successes to date, however have bought them more than enough political capital to silence all but their most vocal of critics.
