Phoebe and her twin sister Melanie were the two of the first children in New England to be placed into an experimental program funded by the US Defense Department that, through non-genetic means involved testing the effects of Extreme Sensory Enhancement on children that scored high in sensory perception. The thought was that the technology could be used to add senses.

While her sister Melanie received an extremely heightened sense of sight and balance, Phoebe's body absorbed the Sensory Enhancements with no real visible effects, prompting the scientists to continue to raise the level of experimentation on her to an unsafe level.

The result: An over-abundance of positive and light energies coursed through her body. In a fit of anger she blasted a ray of energy across at the doctors, knocking them all unconcious. Grief-stricken and terrified over what had just occured she wished she could reverse what had just happened, and another energy released from her, restoring the doctors to a concious state and
