Character Bio

Given a grant to create something similar to the shields that have seen recent
prominence, Tio Holtzman modeled it after some ideas that his
assistant Norma Cenva gave him while she was doing temporal research.
Then after being mugged one night, he decided to use his creation to
fight back against the neanderthals and misanthropes that abound in
Paragon City.
The mask? To quote Jon Sable, "It's just there to scare the bad guys."
