They tried to induct her. They really did. But Susan Ferrigno - already built like an Amazon - was just too dumb to be a proper servant to Vanessa DeVore, and something had to be done. Of course, they couldn't just let her go, but when they tried to dispose of her she put a Bronze Strongman in a sleeper hold... and that was when they knew what to do with her.
