Though the PPD has vowed to protect the city without seeking alliances or help from the numerous hero organizations, they have created an elite and controversial unit out of desperation in order to handle the most powerful enemies. Carefully tested and screened officers have volunteered to merge with like minded Kheldians in order to augment their power. Their efectiveness on the field is unparalleled. Few enemies can stand the might of even the lesser merged, let alone a full transcended Quantum.
