The Hitchhiker's Guide to the Galaxy has a few things to say on the subject of Taxi
Otters.

A Taxi Otter, it says, is the invention of a Mr. Callabon Rex who wanted a way to
transport guest up the river to his resort hotel. Figuring that a otter was a natural
swimmer and, if science were able to make one smart enough, capable of the
operation of a small teleportation device to beam his customers to their rooms.

The plan was to have the Taxi Otters swim up the 100 miles to hotel while the guests
waited for 2 hours. Sadly, for Mr. Rex, at least, he had failed realize that he could
have just had his guests teleported by them step onto a pad and using a radio until
after the Otter Genome had been decode, the smarts of a human had been added,
the otters had been trained to do the job and been working for two days. THe Taxis
otter were fired shortly after to find work else where.
