Known publically as Giacobbe Volpi, the Director of Security for Stahl Enterprises, within certain shadowy circles he has become known as The Sovereign Fox for his vicious tactics and proactive elimination of anyone who gets in the way of Stahl's aggressive bid within the Rogue Isles.

Father of the Arachnos Arbiter Regent Fox and Paragon hero Old Fox, it is rumoured Giacobbe has complete control over the mutation that flows through his family, not just using it as a weapon or a shield, but allowing his lifespan to be greatly increased. Recent, questionable, documentation from Stahl Enterprises forms the only known records of the Sovereign, it is impossible to determine how old he is or how far his family tree spreads.
