The Terra Volta power plant has always been a target for villain attacks; of course, there have always been heroes to drive them back and prevent a nuclear meltdown. Leah Kerrigan was one such hero, and like most heroes she came away with her powers changed in subtle ways... but the changes to her unborn daughter were considerably more dramatic.
When Meaghan was born, her skin had a faint green tinge. Leah guessed that her daughter would have some power over radiation, and guided Meaghan in the safe and responsible use of her powers. Meaghan resented it at first, but quickly came to realize the danger she posed to others if she lost control.
As a teenager, Meaghan wanted to follow in Leah's footsteps, but Leah refused to allow it. Leah died protecting Paragon City from the Rikti, but left behind a message giving Meaghan her blessing, so long as she finished her education first. Meaghan accepted her mother's conditions and, when she was ready, took up a new life as a second-generation
