PPD Sergeant Howlback, the third felidroid creation of elderly Russian roboticist Dr. Piotr Antonovich Morozov, and her shield drone partner Garboil are members of the Cobalt Sentries, an elite unit of the PPD's Department of Internal Affairs tasked with riding herd on the superpowered officers of the Psi-Cop and Awakened Divisions, the Powered Armor cops, and occasionally though inter-departmental cooperation with Supergroup Affairs, on the members of registered supergroups in the city. Following recent erratic actions of the KGB Special Section 8's leadership, City Hall has requested that a Cobalt Sentry be assigned to the KGB, to monitor for any future irregularities. Howlback, whose design is descended from the KGB Agent Ravage, was chosen to act as the PPD Liaison to the KGB. Whether she's accepted remains to be seen. Howlback generally carries herself with an elegant air, but this notwithstanding she is very efficient at her job.
