On Judge De'ath's home dimension the PPD aren't quite as open to ideas of penal reform as they are in this dimension. Dead perps don't cost as much to house in the Zig as living ones - so in a cost cutting excercise the PPD declared  all crimes punishable by summary execution. Old Sid De'ath found this enabled him to rapidly climb the ranks of the PPD. Now that he's cleaned up his home dimension he's come to clean up this one - though he's a bit bemused at why he seems to be treated as a criminal by the whiny liberals in power here.
