In the 80's control of 10% of criminal activities were done by the organization known as the Cabal. The Insider was named for his knowledge of political power structures in the city. His part in the organization was to make sure the political powers in the city stayed in line. But when the Cabal was brought down, the Insider was instrumental in making sure that he and a few others remained clean. Well for the most part. After serving a minor sentence he spent the past few years training a sucessor. Also known as The Insider, the younger has a slightly different mission. To make sure that all other criminal organizations not forget that they can be taken over at anytime. Taking the fight as a "hero" The Insiders are demonstrating that they are a force to be reckoned with. With or without an Organization behind them.
