William Connor - Reconstruction worker by day, inventor by night. Determined to see Baumtown restored someday. He volunteered for the initial forays into the zone - only to find paramilitary and metahuman threats waiting for him and his coworkers. In less than a week, they weren't allowed in without superhuman assistance. And even without the danger of being shot, shocked, burned or frozen, the little work they COULD do was dangerous in the extreme. 

Not happy with that situation at all, Bill went to work. He was determined to come up with a system anyone could use to increase their strength, resilience, even shrug off injuries. The slip-on superhuman, meant to make construction and rescue work faster and safer. 

It turned into something else completely.
