A 'Yama' is one of the people who judge the dead to decide whether they go to heaven, hell, somewhere else, or get reincarnated. When Paragon City had an unusually large number of souls due to the first Rikti war, it was decided that a physical avatar of the Yama was needed to help sort things out. A recently deceased civilian was chosen, and given the tools and powers to judge the living before they die, easing the Yama's workload during a major catastrophy. The new hero has a habit of lecturing those she meets because she genuinely wants people to change for the better.
