Monika Fujita is the last known survivor of the Sharkhead Island Defense Coalition, a group united by the desire to keep the slumbering Leviathan from being awoken, and to keep all knowledge that it even exists out of the hands of Cole's government.

Sharkhead Island is no longer safe.  Someone from outside was able to penetrate the mystic barriers that kept the Devouring Earth out, and deactivate them.  Monika suspects Cole's involvement, and after a lengthy recuperation that's left her powers weaker than they have been since she first started training in Mu Magic, she's come out of hiding to ally formally with Praetoria's Resistance.

The decision to do so was not easy.  Her feelings towards Calvin Scott and his more extreme supporters are only positive in comparison to her loathing of Cole.
