When Arachnos Operatives uncovered the Froonium Man Program in Paragon City, they managed to steal the plans for the Mark III robot and built their own version of the bot. The Arachnos version of the Froonium Man has more offensive capabilities than the original Mark III, and less ability to heal and aid allies. But that's exactly the way Arachnos wanted it.
