With many secret technologies now in the hands of the loyal communist states, the creation of a new breed of soldier was needed to gain international recon information for the old soviet regimes.

Red Cage was the codename of this operation and with it came a unique oppertunity the undercover agent would deploy overseas and report on activitys within paragon city. The free agent would not act as part of a force or adhere to any rank he would answer to the highest military comander. The prjoect passed phase 1, Research and development and then quickly onto phase 2, deployment. But soon after codename "redcage" was suspended due to govermential changes, however they never recalled the agent and the project was eventually abandoned.

He was simply forgoten.
