In the name of Science and winning The War, the U.S. Government kidnapped some Long Islanders and conducted several experiments regarding psychics, time travel, electromagnetic shielding and technology within the confines of Camp Hero. Some say these experiments were conducted with the help (and using the knowledge of) extraterrestrials...

No one knows how those original projects went; all that can be truly known is that the Council copied these expeiments and succeded where the U.S. Government claims plausible deniability.

Montauk Project is one of those successes, although the Council considers her a failure; she has somehow managed to go against their mind control programming and immediately rebelled against her handlers. She's been fighting against them ever since.
