A Former Navy Seal with backup training as a Military Intel Operative, Chuck Finley (Codename) has recognized his potential with military weapons and amazing sniper aim and taken it to the next level by moving to Paragon City to drop his past mantle; "Navy Seal", for a new one; "Superhero".

Costumes draw attention, ruining recon intel missions, so they are unneccessary and are not worn by this up and coming hero.
