Project Overview:
Taking genetic material left over from her time in Baumton on Primal Earth, where our Furher has been imprisoned, we developed a Negative Image of the Primal Earth heroine Plasma Stream. Infusing in the predisposed genetic material into "Axis Amerika" Jessica James, essences of the Shadow Seed and raw Nictus energy produced success after several attempts.

The last attempt however, the final one, also broke free before conditioning to the 5th column way of thinking could be completed. It is assumed that she has retuend to Paragon City where all units are ordered to detain her and bring her back to Axis Amerika for mind wipe and retraining.

It will be conducted by my successor as I am to be executed for failure to control  the energy being.
