Background :
Since an early age the slightiest change in her mood has seen thunderstorm form in an instant and howling gale force winds. Accessing the weather on a local scale was achieved by accident, manipulating those powers in a controlled manner took many years of training.

There are cruel lessons to learn in life and after a routine arrest resulted in a Skull henchman getting fried, Charlie was effectively driven out of the superhero trade.

Turning to petty crimes she soon wound up in the Zig (where it rained in Brickstown for 2 months solid), given the chance to escape she now works in the rogue isle and is learning increasing more methods for controlling the weather.

Now she's learnt how to use moisture in the air to hurl chunks of ice at her foes.
