As with Soold he too come from the age before 16k modems. He was formed long before Soold but not sure when, due to the number of times he's been regenerated his age is left a mystery. The third eye is said to have occured in a Freak regeneration where a possible second Soold is within Dark. This third eye may be the reason he dies so infrequently.
